Urban Homeownership Incentive Program (Part 1) |
A program designed to offer down-payment or closing-cost grants to home buyers in the City of Youngstown.
- Up to $5,000 grant available.
- No maximum purchase price.
- Must use home as primary residence for a minimum of 5 years.
- Must be employed by a government agency or not-for-profit business/ institution.
- Current homeowners in the City are not eligible.

Urban Homeownership Incentive Program (Part 2)
 |
The program includes “Part 1” (as
listed above) but also includes specific home repair assistance.
- Only work listed on the home inspection report and found to be a code violation or in need of repair or replacement before the close date is eligible.
- Must be within 50% to 80% of the area median income.
- Must be able to pay 5% of the cost of the work.
- Must be employed by a government agency or not-for-profit business/ institution.
- Amount granted is not to exceed the purchase price of the home.

City of Youngstown Homebuyer Assistance Program

A program which involves participating lenders, in combination with their private mortgage programs, to qualify new homebuyers in the City of Youngstown for down payment and closing cost assistance.
- Up to $3,000 deferred, forgivable loan.
- Purchase price limited to FHA 203(b) cap.
- Must use home as primary residence for 5 years.
- Household income must be between 50% and 80% of area median income.
- Must not have had a home titled in name for 1 year.
- Property must meet all current code standards.

- Hawthorne Area (boundaries: N-680, S-Falls Ave, E-Market St, W-Glenwood Ave)
- Baldwin Street Area (boundaries: N-Broadway St, S-Madison Ave, E–Wick Ave, W–Elm St)
- Hope VI Area (boundaries: N-Fairmont Ave, S-680 & 422, E-Covington St, W-422 & Superior St)
- Beechwood Area (boundaries: Beachwood Dr)

- Property must be located in Hope VI Area (boundaries: N-Fairmont Ave, S-680 & 422, E-Covington St, W-422 & Superior St)

Humility of Mary Health Partners (HMHP) Hope VI Home Ownership Program
 |
HMHP employees are eligible for $3,000 to assist them in making the necessary down payment and other related costs required for home ownership under the HOPE VI program. The $3,000 will be considered a loan that will be considered paid-in-full after the employee completes three years after the date of home purchase of both continuing to work for HMHP and continue to reside in the home. The loan will be reduced by a third each of the three years.
- Must be an HMHP employee with a hire basis of 32 hours or more and in good standing.
- HMHP employees’ current length of service is greater than or equal to two years.
- HMHP employees’ annual income is up to $24,000 or family income is up to $41,700.
- Must participate in HMHP Hope VI Development Program.
- Must meet and maintain all YMHA Hope VI and HMHP criteria.
